It appears to be the classic, "Mine is bigger than yours" mentality for Bieber. It would be interesting to see how this transpired. He chose Cruise because there must be a little envy there.

Yeah, Cruise is shorter and a lot older, but he keeps in shape doing his own stunts and stuff. Bieber is a 5'9" bean pole who weighs something like 145 lbs soaking wet. Plus, Cruise is just bat-shit crazy. I'm betting the Biebs would get his clock cleaned.
